Scott Betzelos, M.D., Chairman
Dr. Betzelos is the CEO and founder of Diversified Emergency Services LLC (DES), a physician owned and managed practice founded in 1999. Dr. Betzelos serves as the Chairman of St. Mary and St. Elizabeth Hospital in Chicago, Illinois. Dr. Betzelos was the former Assistant EMS medical Director in the Northwest suburbs of Chicago and an Assistant Regional Medical Director for a large contract management group in the mid 1990's.
Dr. Betzelos received his Medical Degree from UHS/The Chicago Medical School in 1989 and completed his residency in Emergency Medicine at Orlando Regional Medical Center in 1992 as Chief Resident. He received his Masters Degree in Forensic Examination from Touro College in New York. Dr. Betzelos is a Fellow of the American College of Emergency Physicians (FACEP).
Arthur Diskin, M.D., Vice President
Dr. Diskin is a Fellow of the American College of Emergency Physicians (FACEP), a Past-President of the Florida College of Emergency Physicians (FCEP), Chief and Medical Director of the Department of Emergency Medicine at Jackson Memorial Hospital (JMH), Voluntary Associate Professor at the University of Miami Miller School of Medicine, Chair of the Section on Cruise Ship and Maritime Medicine of the American College of Emergency Medicine (ACEP) and Medical Consultant to Royal Caribbean Cruise Lines. Dr. Diskin is Board Certified by the American Board of Emergency Medicine (ABEM) and an Examiner for the oral portion of said Board since 1985.
From 1983-2005, Dr. Diskin ran a large physician group staffing up to seven hospitals and was responsible for all insurance and risk management issues. In 1998, Dr. Diskin was privileged to assist in starting an Emergency Medicine Residency Program at Mount Sinai Medical Center. This program, affiliated with Nova Southeastern School of Medicine, is currently one of only five Emergency Medicine residency programs in the State of Florida. Dr. Diskin is looking forward to soon starting an allopathic program at JMH in the near future. Dr. Diskin attended college and medical school at the University of Miami and completed his residency in Emergency Medicine at Los Angeles County Medical Center/University of Southern California.
Tucker Greene, M.D., Vice President
Dr. Greene is a member of American Academy of Emergency Medicine (AAEM), American College of Medical Toxicology (ACMT) and American College of Occupational & Environmental Medicine (ACOEM). Dr. Greene is Operations Director for Cape Coral Emergency Physicians in Florida. His prior experience includes corporate web-based documentation applications for Emergency Medicine.
Dr. Greene received his Medical Degree from University of Medicine & Dentistry New Jersey and completed his residency at Rutgers Residency Medical College of Pennsylvania. Dr. Greene received his MBA from Florida Gulf Coast University.
Daryl B. Williams, Secretary
Mr. Williams is the co-founder of EMPAC RRG and the CEO of EMPAC Managers, the attorney-in-fact managing the operations of the RRG. Mr. Williams brings over 17 years experience in the insurance industry. Mr. Williams was President and co-founder of Risk Transfer Holdings, a company specializing in risk management and insurance for distressed markets. He previously managed in excess of 150 million dollars in healthcare and property & casualty premiums. His areas of expertise include marketing, program management, reinsurance, underwriting, and loss projection.
Mr. Williams received his Bachelor's Degree in Finance and Economics from Florida State University. He is a member of the National Risk Retention Association and holds a NASD securities license.
Michael T. Rogers, Treasurer
Mr. Rogers is President of Risk Services, the leading captive management firm in the United States. Mr. Rogers is a fellow of the Institute of Chartered Accountants of England and Wales, an associate of the Canadian Institute of Chartered Accountants, and a member of the American Institute of Chartered Property and Casualty Underwriters.
Mr. Rogers brings over thirty years experience, including nine years as President of one of Vermont's largest independent captive management firms, ten years with major accounting firms in Bermuda, Canada and Great Britain, and prior service as a Principal Examiner with the Ontario Insurance Department. Mr. Rogers is an expert in the structuring of risk management and insurance programs, and has extensive knowledge of the technical aspects of risk financing and the operation of alternative and traditional insurance programs.
Tobey Williams, M.D., Director
Dr. Williams is the co-founder of EMPAC RRG and the President of EMPAC Managers, the attorney-in-fact managing the operations of the RRG. Dr. Williams received his Medical Degree from the University of Miami and his Bachelor's Degree from the University of Florida. He completed the Emergency Medicine Residency Program at Charity Hospital in New Orleans. He was selected by the facility and his peers as the Chief Resident for that program. Dr. Williams was elected President of the National Resident Section for the American Academy of Emergency Medicine (AAEM) and was a sitting board member of the National Board of Directors in 2000-2001. Dr. Williams has received multiple awards for his leadership, including the Society of Academic Emergency Medicine Excellence Award and the Albert Laurel Award for Leadership.
Charles Grassie, M.D., JD, Director
Dr. Grassie earned his JD from University of Michigan Law School (1989), his MD from Washington University School of Medicine in St. Louis (1979), his MS from University of Illinois in Urbana (1974), and his BA from Swarthmore College (1972). He is board certified in Emergency Medicine and is a Fellow of the American College of Emergency Physicians (FACEP). Dr. Grassie is a member of the board of directors of Emergency Physicians Medical Group (EPMG), the board of directors of St Joseph Mercy Health System Northern region, the board of directors of Ventzke Insurance, the board of directors of Savannah Assurance and the board of directors of the Livingston Area Council Against Spouse Abuse (LACASA). Dr. Grassie serves on the Medical Legal Committee of the American College of Emergency Physicians (ACEP). After a number of years as Vice President of Risk Management for EPMG, Dr. Grassie currently serves as the President, CEO and In House Counsel for Emergency Physicians Medical Group, PC.
Ronald E. Landram, C.S.M., Director
Mr. Landram is the Vice President of Operations for Risk Services-Nevada. Mr. Landram brings over thirty years experience as a manager and underwriter in the insurance field, including Occupational Safety and Health. Mr. Landram previously served with the Nevada Occupational Safety and Health Administration as both a Senior Compliance Officer and District III Compliance Supervisor. Mr. Landram is a graduate of the U.S.D.O.L. Occupational Safety Institute and the National Safety Council Institute. He carries the Construction Safety Manager C.S.M. credential and is one of only three individuals in Nevada certified by the International Scaffold Safety Association to teach their Hazard Awareness Course. Mr. Landram, is retired from the United States Air Force, where he served for 22 years as an Explosives Safety Technician and Ground Safety Manager.
